图书馆概况
      怀柔区图书馆成立于1979年11月,是区政府兴办的综合性公共图书馆,免费向社会开放,是怀柔区文献信息收藏和服务中心、全国文化信息资源共享工程区级分中心、北京市少儿科普阅览中心怀柔分中心、北京市青少年学生校外活动基地和北京市中小学生社会大课堂资源单位,是首都文明单位。2009年、2013年,两次被文化部评为地市级一级图书馆。2012年,被中国图书馆学会授予“全民阅读”先进单位; 2014年,被中国图书馆学会授予“全民阅读示范基地”。


     历史沿革
      怀柔区图书馆建于1979年11月,其前身为怀柔县文化馆图书组。文化馆始建于1950年1月,建馆同时开设图书组。地址在县城后城街关帝庙,当时有图书室3间,图书管理员1人,图书千余册。1966年文化大革命开始后,图书组的工作一度停止,1971年恢复业务活动。为适应形势发展需要,1979年11月图书组从文化馆分出,成立怀柔县图书馆。1985年,2032平方米的怀柔县图书馆新馆正式向读者开放,地址在怀柔区青春路11号。
      2008年3月,怀柔区图书馆新馆向社会开放。新馆位于怀柔区富乐大街8号,占地面积6520平方米,建筑面积于7345平方米。馆内设有办证咨询部、图书外借部、电子视听部、资料阅览部等13个部门,配套的报告厅可进行会议、小型演出、讲座、数字电影放映等活动。


       读者服务
       怀柔区图书馆始终坚持“以人为本、服务至上”的宗旨,充分利用自身优势和馆藏资源,不断拓宽服务领域和服务内容。2011年4月1日,按照文化部、财政部的要求,实现了公共空间设施场地的免费开放和基本公共文化服务项目健全并免费提供,免费为读者提供文献资料借阅服务、咨询与信息服务、读者活动服务和基层服务等基本服务项目。
       怀柔区图书馆全年365天开馆,每周开馆时间不少于63小时。截止2016年底,馆藏文献71.95万册(件),其中:纸质图书71.42万册,视听文献5282件,当年报刊千余种;电子资源23.04TB,馆藏文献全部实行开架借阅。2012年3 月,加入首都图书馆联盟,使读者享受“一卡通”的便捷服务,并开通网上检索、查询、读者免费无线上网等服务,开展馆际互借,促进资源共享。在做好传统服务的基础上,增设了康复阅览室、政府信息公开查询中心等特殊服务项目,拓展了图书馆的服务功能,体现了“以人为本”的服务宗旨。
       馆内采用先进的计算机管理系统,文献采访、编目、典藏、流通全部实现计算机管理。100多台电脑为读者提供电子、视听文献阅览,公共检索,互联网信息浏览,数字资源查询等服务。怀柔区图书馆在做好阵地服务的同时,开展送书上门服务,送书服务点遍布全区各个角落,截止2016年底,建立基层送书服务点156个,农村公共电子阅览室11个,数字文化社区11个,全国文化信息资源共享工程基层服务点和基层图书室实现284个行政村全覆盖。
       怀柔区图书馆依托馆藏资源,为本地区党政机关、企事业单位提供信息咨询和专题服务。为倡导全区人民多读书、读好书,提高公民的整体素质,常年开展公益培训、讲座、网上阅览、少儿英语读书会、“红领巾”读书系列活动、展览等多种形式的读者活动;从2008年起,每年组织开展 “书香怀柔”全民阅读活动,引导广大市民利用图书馆,更好地发挥了图书馆的社会教育职能。

 

     General Situation of the Library
      Huairou District Library was established in November 1979. It is a comprehensive public library set up by the district government and open to the public free of charge. It is the collection and service center of literature information of Huairou District, the sub-center on district level of national cultural information resources sharing project, Huairou sub-center of Beijing children’s popular science reading center, Beijing youth student off-campus activity base and the resources unit of social classroom for primary and middle school students in Beijing. It is also a capital civilized unit. In 2009 and 2013, it was awarded the first-class library on city level by the Ministry of Culture twice. In 2012, it was awarded the “Nationwide Reading” advanced unit by Chinese Library Society and in 2014, it was awarded the “Demonstration Base for Nationwide Reading” by Chinese Library Society.

 

     Historical Development
      Huairou District Library was built in November 1979. Its predecessor was the book division of Huairou County Cultural Center. The cultural center was built in January, 1950 and the book division was set up at the same time. It was located in the Temple of Guan Yu on Houcheng Street in the county with 3 reading rooks, 1 librarian and thousands of books. After the Cultural Revolution began in 1966, the book division’s work was stopped and resumed in 1971. In order to meet the needs of the development, in November 1979, the book division separated from the cultural center and became Huairou County Library. In 1985, the new Huairou County Library of 2032 square meters, located in No.11 of Youth Road, Huairou District, was officially opened to the readers.

      In March 2008, the new library of Huairou District Library was open to the society. The new library is located in No. 8 of Fuluo Street, Huairou District, which covers an area of 6520 square meters and a construction area of 7345 square meters. The library has 13 departments such as Consulting Department, Book Lending Department, Electronic Audio-visual Department, Data Reading Department, etc. The supporting lecture hall can be used for meetings, small performances, lectures, digital cinema and other activities.   

  
       Reader Service
       Huairou District Library always adheres to the principle of “people-oriented, service-oriented”. It makes full use of its own advantages and collection of resources, and constantly expands the service areas and service content. On April 1, 2011, in accordance with the requirements of the Ministry of Culture and the Ministry of Finance, it opened its public space facilities free of charge, perfected its basic public cultural service project and opened it to the public free of charge. It provides readers with basic services such as literature lending services, consulting and information services, readers’ activities and grassroots services.
       Huairou District Library open 365 days a year with the weekly opening time of not less than 63 hours. By the end of 2016, it had had a collection of 719,500 literature (pieces), including: 714,200 paper books, 5282 audio-visual literature, more than a thousand kinds of newspapers of the current year and 23.04TB of electronic resources. All the collection of literature can be open-shelf borrowed. In March 2012, Huairou District Library joined the Capital Library Union, so that readers could enjoy the “One-Card” service. It also opened online search, query, free wireless Internet access and other services. Inter-lending was provided to promote resource sharing. On the basis of good traditional services, the library has added rehabilitation reading room, government information disclosure inquiry center and other special services, which has expanded the library’s service function and embodied the service purpose of “people-oriented” .
       The library uses an advanced computer management system, and literature interviews, cataloging, collection and circulation are all managed by computers. There are more than 100 computers provide electronic, audio-visual literature review, public search, Internet information browsing, digital resource query and other services. Besides doing a good job in the library, Huairou District Library has been carrying out “sending books to you” service with service sites being everywhere in the district. At of the end of 2016, 156 service sites of “sending books to you” service, 11 rural public electronic reading rooms and 11 digital cultural communities had been established. The grassroots service sites of national cultural information resources sharing projects and grassroots libraries had covered 284 administrative villages.
       Relying on its collection of resources, Huairou District Library provides information consultation and special services to the party and government organs, enterprises and institutions in this area. To promote the people of the district to read more books, read good books and improve the overall quality of citizens, the library carries out public service training, lectures, online reading, children’s English reading, “red scarf” series of book-reading activities, exhibitions and other forms of readers activities throughout the year. Since 2008, the library has been holding “Scholarly Huaihuo” nationwide reading activities each year to guide the general public to make use of the library and to better play the social education function of the library.
